An activist says the government of the Canadian Prime Minister Stephen Harper has only created the illusion of collaborating with the First Nations community, Press TV reports.

 Thousands of Aboriginal rights activists protested in front of Canada’s Parliament as Canadian Prime Minister Stephen Harper and First Nations chiefs attended a summit to discuss disagreements over treaty rights and other grievances.

The meeting on Friday divided the First Nations community, with some chiefs boycotting the summit because Canadian Governor-General David Johnston, a representative of Queen Elizabeth II, did not attend. They said his presence was imperative because he was a representative of the British monarchy and the talks center on treaty rights first established by the Royal Proclamation of 1793.

The meeting between Harper, other top government officials, National Chief Shawn Atleo and 20 other native Canadian leaders ended late on Friday with plans to meet again within a month to continue the dialogue on treaties and comprehensive land claims, Minister of Aboriginal Affairs and Northern Development John Duncan said.

Atleo declared that Harper has finally agreed to modernize and implement the ancient treaties that were always supposed to bring peace and prosperity to First Nations.

There were early indications that what Atleo saw as a critical achievement, others saw as insufficient. A spokesman for Chief Theresa Spence, whose month-old fast has galvanized a cross-country grassroots protest movement, said late on Friday the results of the meeting fell short of what was required for her to abandon her liquid diet.


Atleo defended what was delivered in the meeting with the prime minister.

“The implications here are massive,” the grand chief of the Assembly of First Nations said.

Atleo, the elected head of the Assembly of First Nations, Canada’s main body of Aboriginal leaders, said earlier this week that some chiefs want the Harper government to review sections of two budget bills that amend environmental laws. They are also demanding that a formal process be established to examine long-standing treaties.


Atleo also had said he would demand a national inquiry into the disappearance or killings of hundreds of Aboriginal women over the past decades with little police investigation. He planned also to bring up the need for a commitment to ensure every Aboriginal community has a school.

The governor-general was scheduled to meet separately with chiefs after the summit, but some chiefs said that was not enough.

“They are meeting with him now, that was the appropriate response,” Duncan said in response to questions from reporters about why Johnston did not attend the meeting with Harper.

Among those boycotting was Spence, who launched a liquids-only hunger strike a month ago to demand the summit. Spence, the chief of Attawapiskat, a northern Ontario reserve, has become a central figure of Aboriginal rights protests that erupted almost two months ago against a budget bill that affects Canada’s Indian Act and amends environmental laws.


Protesters say Bill C-45 undermines century-old treaties by altering the approval process for leasing Aboriginal lands to outsiders and changing environmental oversight in favor of natural resource extraction.

The “Idle No More” movement, which has shown unusual staying power and garnered a worldwide following through social media, has reopened constitutional issues involving the relationship between the federal government and the million-plus strong First Nations community.

Spence, who remains on a hunger strike and is camped out on an island in the Ottawa River near Parliament Hill, told the protesters before the meeting that Aborigines should have an opportunity to hold the government accountable for years of broken promises.


“This meeting’s been overdue for so many years,” she said.

Spence agreed to attend the ceremonial meeting with Johnston moments before it began on Friday.

Other chiefs said the protests will escalate unless Harper and Johnston agree to meet with them on Friday together in one room at an Ottawa hotel on their own terms.

First Nations leader Gordon Peters of the Association of Iroquois and Allied Indians threatened to block major economic corridors, such as border crossings to the US, next week.

He said about 200,000 Aborigines in Ontario would launch a “day of action” on Wednesday if their demands are not met.

First Nations would move to “stop roads, rails, transportation of goods,” Peters said. “We just have to walk out on our land and stop it.”

    Chief Theresa Spence has failed her First Nation and is a terrible spokesperson and symbol for the Idle No More movement. The Attawapiskat leadership has squandered a lot of money and it has been poorly spent. I feel really bad for those who are suffering because of it. Many First Nations need better and accountable leaders who are good examples to youth.

    I probably won't make many friends for this comment but, as far as poor treatment goes by the Natives in Canada. When a country (in this case a European country) conquers a less powerful country they used to kill, rape, and plunder; and after that was done they would enslave the people they conquered with little thought or regard for after they left. Well the Brits signed treaties for education, healthcare, tax leaviations, etc. however what was not anticipated was the rapid population growth of Natives in respect to non-natives, and how people would take advantage of the situation and expect the government to pamper them (the majority, admittedly there are a number of working and educated Natives) to the point of a lot people not having pride in their lives/existance and turning to drugs, alcohol, and other emotional numbing substances. Then after this is done, blame is placed on "the white man" for introducing them to "white man's culture". You cannot change the world, but you can adapt (look at Asia) to the world as it is, and try and best the at whatever you choose to do but...you have to be accountable for your actions and take responsiblity for yourself, the government won't (nor should)be responsible for the actions of the indivual (person or group of persons). Responiblity should be taken where the error has occured, you cannot erase history and years of supposed wrong doings but you can change the future and your attitude to how to live and succeed in the world in which we ALL live.

    John Duncan's talking points after the Friday meeting were the same the harper government fed to us before the meeting. They are not admitting to underfunding education - I believe it is several thousand less per student compared to what Provincial Governments fund their schools. Shelia Fraser's criticisms have never been addressed. The UN has condemned their living conditions. Jails have become the social housing for First Nations. The media is not doing their job!!

They may see themselves as making the best of a bad situation, but they are not challenging the system of dominion.

    I have no First Nations heritage but the actions, broken treaties and persecution of tribal peoples by my own British ancestry shames me. Your dedication and commitment to fighting for your rights not only as tribal people but as human beings is honourable and I can only hope that you succeed in improving the lives of tribal peoples. It is a disgrace that Governor –General David Johnston failed to attend the meeting as a representative of Britain and maybe you should consider contacting our own Prime Minister David Cameron who is accountable to the Queen and British Citizens (however like most Governments across the world they seem to do as they want anyway). You not only have tribal rights but Human Rights too and your government should be held accountable for continuing to break treaty rights and persecute tribal nations. I sincerely hope you are successful in accomplishing your aims and objects and securing better lives for you peoples.     Note to David Moritz – I believe we are all the same no matter the colour of our skin we are all HUMANS. I am white and as you can see from my above post I acknowledge that the actions of past Europeans were a disgrace but I am not personally responsible for their actions as tribal peoples are not responsible for their ancestor’s actions.
    No one who is living today are who our ancestors were – we are our own selves and yes sometimes we make wrong decisions and make wrong choices – its human nature and partly how we learn. You are right that no one should take anything by force but we can not change what has already happened however we should try not to make the same mistakes over and over again. We can try and make things better for others.
    We should not make our Mother Earth unliveable for future generations to suffer; we should be trying to save this planet not continue to destroy it. I would also like to point out that it is NOT only white people who are raping and pillaging the planet! Anneliese

    I;m reading many comments about our First nation People and Leadership, yes we have some bad ones but we have many good leaders as well. We as First Nation People are decendents of a people that have been here for many many years, our lands were taken and there was constant war but a Treaty was signed in good faith which by the way did not really benefit our people. We as First Nations fight for our rights together, we have never stopped any other culture or race to stop fighting for what they believe in or what they want in this country but we do fight for ours. No one has a right to judge us, we are fighting to ensure that our Lands and Rivers are safe for future generations, doesn;t everyone want this for our children. We are fighting to ensure that our Country is not sold out to other Countries with this Free Trade. We want employment for all Canadian Citizens, not immigrants flown in from other Countries to take our jobs or training that should be here for our people. We want our children to be looked after by our own system, for many years even after Residential School our children are still going missing or being adopted out without proper consultation with our First nations, these children belong to us or we should ahve knowledge of where they are. There is corruption with our children that are supposed to be looked after in a system that says that they are protecting them from their caregivers, many have gone missing, many. We were shoved onto Reservations saying that we were not fit to live in a Society and treated like shit when we came into Municipalities, now they want our Reservations and they want to turn us into Municipalitites, why because we got shoved on gold and Minerals, that was the work of our Creator, we are supposed to protect this earth not destroy it. How many inside deals go on with lawyers and the system adopting our kids out, prob making tons of money on an adoption, hoping for us to give birth to a white looking child so the dollar will go up. How many Native woman have been raped and beaten with no one caring. I myself have a brother that was murdered many years ago, no one has still come to us to tell us anything, only that it was being investigated, just another dead Indian, thats the way that we look at it.

    As far as the land agreements are concerned...Some Native communities brought that aspect onto themselves...by "leasing "their own land to large companies for extra profit...the Government has stepped in...only because they feel it necassary to make a profit for themselves, in what the nAtives are already doing....As for the Accountability of Funds"....welll....being a Native who lives Off Reserve....I think that ALL Chirfs SHOULD be accountable for their spending....every year..every band and Chief are alloted so much money from the federal government for their Band members...and only a fraction of that money is actually spent on the members...being Off-reserve...we get nothing!..that's a fact!...

    So in spite of our limitations and short-comings, even our miss-deeds as individuals and groups, the opportunity has been made for us to set aside our pain, suffering, feelings of anger, superiority, inferiority, arrogance, entitlement...willful distancing, and assess the situation as dispassionately as possible.

    Have we all been dispossessed of our birthright, our connection to the Earth? For many, have we been given everything, but truth, while or birthright was quietly stolen away? Were many forced off their homelands, humbled and humiliated and repressed for the benefit of others? Were their grievances ever adequately addressed and redressed? Were agreements made and not kept? Who made those agreements?

    Keep asking the questions-there are many good answers in the above comments, even in the rude and bigoted and ignorant ones. At some point you may have the answers that move you to Idle No More.

Many times I have been mistaken for being a First Nations person because of the color of my skin. Both of my grandmothers are Metis, one grandfather is white and the other grandfather is a nonstatus Ojibway. I happen to look more Native then white. I have been accused of getting free education when I was attending university. But like other Metis and non-status folks I had to take out student loans to educate myself. I have faced racism throughout my life. Many uneducated individuals simply don't understand the ignorance and racism First Nations, Metis, and Inuit face. They just see what they hear on the news and other such like media or what they are taught in their homes. The history of when Europeans came to Canada and slowly took over the lands is so simple. Yet not many white folks really care to find out about it just as long as they can live the "American Dream" here. (If you don't know what the American Dream is, google it) Yes their ancestors came from poor living conditions in their own countries or they came here hoping to find gold and get rich. There is many other reasons as well. I don't feel like giving a history lesson today. What most Canadians don't understand is treaties were signed and have to be honored. It's as simple as this. Money that is paid out to First Nations is something like rent being paid to the people of their homelands. It is not a handout! All other races that are here come from other countries. If they themselves did not immigrate here, one of their ancestors did. First Nations People are a Sovereign People who entered into a legal contract with the British Crown. First Nations People have to be consulted with when it comes to Canada's resources like the environment, the mining industries, forestry industry, any bodies of water. And guess what? There is 175 laws in place to protect the First Nations rights to these resources. It really is sad the First Nations People of this land have to take a stand and protect what is rightfully theirs anyways. My understanding is that the First Nations leaders only would like to work with Canadian governments and resource to foster investments and jobs. What a lot of folks don't understand is racism stems from the government system in Canada. It's built right into the system. Unless you study trends and patterns in Canada, you wouldn't know that. I just wanted to say a few things here on this site to voice my opinion. So I will stop here. Also thanks to the Moiri with his insight. He's right we need to stay united and loyal. My prayers are with the First Nations of this land.

    All money that reserves spend is accounted for by the Ministry of Aboriginal Affairs and Northern Development. Any misappropriation of funds is most likely also approved by the Minister's department. And to add to your comment the amount of funding for Aboriginals towards infrastructure (health, education, roads, policing, etc.) is about half of what is given to average Canadian citizens under the provincial system.     * Harper announces they will build 22 new provincial prisons, and 15 new special handling units (SHU) with 24 hour a day lock down solitary confinement in 15 existing federal prison!

    Crime rate has gone down in Canada in the last 10 years! Why so many new prisons and what are these 15 new Special Handling Units for since there doesn't seem to be mass riots in prisons and in fact by statics prison violence has went down in the last 10 years?

    Now when all our land starts getting sold off piece after piece and then these big Corporations start coming and destroying and polluting our lands because it was sold to them by the unknown band members and if we protest these Corporations under new clause in Bill C-10 we will be inciting terrorism and with the minimum sentencing everyone will receive prison terms hence all the new prisons and Special Handling Units!

    There are other concerns with Bill C-10 that I should include;
    Section 95 subsection 139 is about multiple sentencing and the merging of sentences.

    Before this bill, when police would charge a person they would in most cases charge the person with multiple charges knowing that when the person plead guilty or found guilty most of the charges would be dropped an the person who be sentences on the most severe of the charges.

    If they were found guilty on a couple of charges most times those sentences ran concurrent with one another and only on special occasions depending on the offence then sentences may run consecutive. Consecutive sentences usually are only two sentences.
    However under this new section of Bill C-10, the person could be found guilty for all charges and receive a separate sentence for each charge and they would then merge with one another. Meaning, as soon as one sentence is fully complete you would start the next sentence and this could be multiple sentences.

    Bill C-10 also made many changes with parole and mandatory releases, whereas, before the Bill, if a person did not receive parole then they would only have to do 2/3 of their sentence and be released on that date that 2/3 of the sentence was complete. Now they will have to do the entire sentence. Then with the merging sentence clause, if they received other sentences, then that next sentence would commence as soon as the first one was complete.

    Many First Nations in correctional institutions are denied Parole or worse they never even get a chance to go in front of the Parole Board. So many First Nation inmates would just stay in prison until their 2/3 time has expired and then be released. But not under the new clause in Bill C-10 they will not receive their mandatory release and stay right until the Stat release which would eb the entire sentence and since a high percentage of First Nations as usually charged with multiple offences then would end up having multiple sentences merging which would ensure they are locked up for many years.

    Before Bill C-10 whenever a first time offender received a sentence for non-violent offences they could be released after serving 1/6 of their entire sentence, but now under Bill C-10 they will no longer have that option. Now lets consider Bill C-309, which would be considered wearing a face cover would be a non-violent offence, the person could receive up 5 years and then be force to serve the entire 5 year sentence which would keep First Nations incarcerated as long as possible.

    Bill C-30, we are told was first created to stop Child pornography and this bill is being pushed through parliament right now and when it passes it will allow the government to access anybodies computer they wish. This Bill is really there so that the Harper Government can spy on every Canadian.

    The NFU is calling for the federal government to fulfill its Constitutional duty to consult and accommodate Aboriginal and Treaty rights and urges the Crown to respect and fulfill the obligations of its Treaties with First Nations. We are all Treaty people.

    The NFU gratefully acknowledges the leadership that First Nations people - the first farmers, fisher people, and hunters of this land - have provided in catalyzing a public call to action for environmental and social justice. The NFU, in solidarity with Idle No More and its allies, looks forward to building a society in which our forests, waters, land, and people live and produce in harmony.

    In response, Sheelah McLean, one of the founding organizers of the Idle No More movement, says “We are so grateful for the support of groups such as the NFU. This alliance is essential for educating people about how critical it is to have healthy land, food and water.”

    “Idle No More is not solely about First Nations’ concerns,” says Tait. “We share common commitments to protecting our precious natural resources - water, earth, air, and people - today and for future generations. Like First Nations, farmers put land at the center of our lives, but none of us will be able to work, grow, and produce if our government abandons its role as protector of our land and water. Nor will Canadians have sovereignty if investment corporations own our farmland.”

    “Bill C-45 and the omnibus approach to legislation is fundamentally undemocratic and an insult to all Canadians. It is no example of how to accomplish these goals,” says Tait. “There has been no broad-based consultation about what is being changed, or whether changes are needed or wanted. Diverse voices and opinions are systematically excluded, committee reviews minimized, and debate quashed. The Harper government talks only to those who agree with its vision for Canada.”

    Tait believes that Bill C-45, Bill C-38 and other bills are threatening farmers’ rights to own the seeds they plant, grow and re-use. Legislative changes are making it harder for farmers to receive the full value of their grain. As evidence, he points to the Harper government’s destruction of the Canadian Wheat Board single desk and changes to the authority, structure and budget of the Canadian Grain Commission that have crippled its power to ensure fair grading and measuring.

    Tait cites Harper’s secretive negotiations of trade deals like CETA and TPP as further evidence of the government’s exclusion of not only First Nations, but all Canadians from democratic processes. “The Harper government is handing Canadian sovereignty over to corporations that are not rooted in or committed to anything but capital. It if has its way, these entities will have free reign to pry our lakes and rivers, minerals, forests, soils and seeds out from under us whether we are farmers or First Nations. We will stand together to stop this from happening.”

    $1M Norway House Fire Considered Arson

    No one was injured after a fire Thursday morning in Norway House, which significantly damaged an office building.

    RCMP say the fire began at about 8:30 a.m. at the Kinosao Sipi Minisowin Agency Building, which housed a child and family services agency.

    Police believe the cause of the fire to be the work of an arsonist.

    Damage estimates are pegged at more than $1 million. No one was inside at the time.

    No arrests have been made. Anyone with information is asked to call Norway House RCMP at (204) 359-6715.

    UPDATE: Friday, January 4 — Police have charged two male youths from Norway House, aged 15 and 16, a 16-year-old male youth from Winnipeg and another 16-year-old male youth from Cross Lake. All four face arson charges, as well as break and enter and mischief charges for two separate business locations. They remain in custody pending a court appearance in Thompson on Monday, January 7.

    I saw so many people become chief and council members who only took advantage of the money they earned and who showed they cared more about themselves more so then the people and community they promised to watch as well its not only the government who is neglecting there duties and there roles towards the aboriginal communities its the people who are suppose to be in charge of caring for those who have barely anything to stand on living on reserves with no real way to prosper other then leaving the community they grew up in for jobs away from there families how is the aboriginal leaders going to make a change I believe this should be in discussion as well .
